Why the Doc does not magnify its icons ?

Hi everybody,

I'm new with OSX software. I bought a second hand quad-core Mac Pro computer. I installed the Leopard OSX. After a clean installation my doc is not magnifying the icons, I did until now at least 5 clean installation of OSX with same bad results. In Sys Pref, I verified and "magnifying" box is checked. I called apple and they did not have any response so I decided to put this question through forums.
I'm sure somebody can help a beginner like me,

How big is your dock right now? If the doc is set at it's maximum size, you won't see any magnification. Try setting the settings to this; http://www.ghostknox.com/imagehost/uploads/583a6c5d31.png

See if you can make it magnify with these settings.
